Rosanne Fleming: Specialist Consultant

Rosanne is a CIPFA qualified chartered accountant and a Chartered Internal Auditor. She has 14 years’ experience in providing internal audit, risk management and finance services in local government. She is a specialist in risk based auditing and was instrumental in the set up and operation of the Welland Internal Audit Consortium – a shared internal audit service for 5 small councils in the Midlands – which has now been delivering value for money services since 2006.

Her work experience includes policy development for risk management and procurement, training for audit and scrutiny committees, conducting special investigations under disciplinary or whistle-blowing procedures, staff management and mentoring of students, and environmental auditing to ISO14001. Rosanne has extensive experience in the use of CAATs and the audit management software, Galileo.

Jonathan Nulty: Management Consultant

Jonathan is a CIPFA qualified chartered accountant with several years’ consultancy experience and over 15 years’ experience in Local Government, in all tiers and in a variety of central and service roles - including the emergency services. He has worked with public sector organisations in areas such as shared services (for frontline and back-office), service and financial management reviews, value-for-money studies, local government reorganisation and business case development.

He was a Manager with PricewaterhouseCoopers’ public sector consultancy practice for two years – focusing on the development of Strategic Partnerships and other innovative methods of service delivery. His local government career included the role of Head of Performance Management & Support for Adur District Council. In this role, he was instrumental in project managing, developing and establishing the PAWS (Partnering Adur and Worthing Services) partnership – a strategic service-delivery partnership (SSP) pathfinder and now a high profile example of collaborative working. He is currently working as an Assistant Director in a local government partnership in West London.
